AN ACT
To [FULLestablish TITLE]and lay out the duties and powers of the National Police Service in order to make sure that the Republic is able to act upon criminal activity and keep the Republic a safe space for all.
BE IT THEREFORE ENACTED by the Senate of the Republic of Steamhappia, as follows:
TitleNational Police Service
1 SectionEstablishment of the NPS
(1) SubsectionThe National Police Service is established.
(2) In this act the service is referred to as the "NPS".
(3) The NPS is operated by the Government under the Office of the Home Secretary.
2 Functions of the NPS
(1) The NPS has a duty to-
(a) Paragraph-protect the peace and public safety of the State.
(i)b) Subparagraphuphold the law and the Constitution.
(A)c) Clauserespect and defend the rights of the People.
(i)2) SubclauseThe NPS is an impartial agency that can be held accountable by the Courts and Parliament.
3 Officers of the NPS
(1) Officers of the NPS or "Officer(s)" are dutybound to uphold the law and follow the duties of the NPS
(2) Before being designated an Officer a person must-
(a) be deemed fit and able to perform their duties.
(b) have no interests that could conflict with their operations.
(c) be a citizen of the state and clean criminal record.
(3) Officers of the NPS are appointed and removed by the Chief of Police of the NPS.
(4) Officers that are deemed unfit for duty as specified by Subsection 1 are to be dismissed from duty.
4 Chief Of Police of the NPS
(1) The Chief of Police or the "Chief" is the head of the NPS.
(2) The Chief is appointed by the Home Secretary and serves at their pleasure.
(3) In order to be appointed the Chief of police must comply with the terms set by Section 3 Subsection 1.
(4) The Chief of Police has a duty to-
(a) appoint and remove Officers.
(b) manage day to day operations of the NPS.
(c) write rules and guidelines for the operations of the NPS.
(d) manage the budget of the NPS.
5 Budget of the NPS
(1) The budget of the NPS is to be set in law by the Senate.
(2) The budget is to be spent on-
(a) Salaries of Officers, the Chief and other staff.
(b) Day to day operations of the agency.
(c) Crime prevention programs.
(d) Outreach, advertisement and recruitment.
