AN ACT
To establish executive ministries and officers of ministers to direct the operations of the Republic.
BE IT THEREFORE ENACTED by the Senate of the Republic of Steamhappia, as follows:
Ministries and Ministers
1 Ministries
(1) The term "Ministry" means an organisation that operates under the Executive of the Republic administered by a member of the President's Cabinet.
(2) A Ministry may have operational Departments which allow for its operations to be split up and organised, a Department may also be administered by a Civil Officer.
(3) A Ministry can be created and defined by law along with its-
(a) name,
(a) relevant Secretary position and title,
(b) powers and duties,
(c) various departments dealing with parts of the ministries operations,
(d) an order of succession should a secretary or ministerial position become vacant.
2 Ministers
(1) A Ministry is to be lead by a Secretary and may have additional Ministers running departments within the ministry.
(2) Secretaries are Cabinet members and Ministers are Civil Officers and must be nominated by the President to be confirmed by the Senate.
(3) Ministers are accountable for, the chiefs of and principal representatives of their Ministry or Department.
(4) Ministers serve at the pleasure of the President who may remove or appoint to a lower position within the Ministry at any time.
Ministry of State and Finance
3 Ministry of State
(1) The Ministry of State is to be established as a Ministry overseen by the Secretary of State for Home Affairs.
(2) The Ministry of State is tasked with-
(a) policing and crime prevention,
(b) immigration and visa's,
(c) business affairs,
(d) universal credit and income,
(e) state events,
(f) detention and timeouts,
(g) other affairs relating to the operations State.
4 Ministry of Finance
(1) The Ministry of Finance is to be established as a Ministry overseen by the Secretary of State for Financial Affairs.
(2) The Ministry of State is tasked with-
(a) managing, allocating and paying state finances,
(b) collecting taxes,
(c) operating the Central Reserve by
(i) buying or selling bonds or other company assets,
(ii) lending to other financial institutions,
(iii) setting an exchange rate to lend at,
(iv) and other monetary policy.
(3) The Senate may pass laws to create money which shall be fulfilled by the Ministry of Finance.
(4) Money may only be created or destroyed by law through budgets passed by the Senate.
