BE IT THEREFORE ENACTED by the Governor-General, and the Parliament of the Republic of Steamhappia, as follows:

1    Establishment of Cabinet Roles

   1.1 -(1) The following roles shall be created as official positions within the Steamhappia Government:

   

a) Home Secretary
      b) Treasury Secretary
      c) Justice Secretary

   1.2(2) - Cabinet Secretaries shall act in the public interest and maintain the confidentiality of sensitive matters of state.

2    Home Secretary

   2.1(1) The Home Secretary shall be responsible for:

   

a) Oversight of internal affairs, including public safety, civil administration, and immigration
      b) Coordinating with the National Police
      c) Advising the Government on domestic policy and internal security issues

   2.2(2) The Home Secretary shall have the following powers:

   

a) May issue binding directives to the National Police
      b) May establish internal policy frameworks for civil administration and public order
      c) May recommend the deprivation of citizenship for individuals deemed a national security threat, subject to judicial review and in accordance with the law.

3    Treasury Secretary

   3.1(1) The Treasury Secretary shall be responsible for:

   

a) Managing the National Treasury and advising on economic and fiscal policy
      b) Overseeing national budgets, taxation, and financial institutions
      c) Ensuring financial transparency and the stability of the national currency

   3.2(2) The Treasury Secretary shall have the following powers:

   

a) May authorise government spending within the national budget
      b) May issue financial regulations to institutions under Treasury oversight
      c) May freeze or redirect public funds in emergency, subject to the Prime Minister’s oversight.

4    Justice Secretary

   4.1(1) The Justice Secretary shall be responsible for:

   

a) Administration of the legal and judicial system
      b) Liaising with judges and legal officers on justice policy
      c) Proposing reforms to improve fairness and efficiency in justice

   4.2(2) The Justice Secretary shall have the following powers:

   

a) May propose legislation concerning criminal and civil law reform
      b) May issue legal policy guidance to the Judiciary in accordance with constitutional principles
      c) May appoint or dismiss legal advisors, subject to the Prime Minister’s oversight.

5    Salaries and Budget

   5.1(1) Cabinet Secretaries shall each receive a salary of at least 20,000 weekly, paid out by the Prime Minister who can delegate this.

   5.2(2) The Prime Minister has the authority to increase or decrease the salary, provided it is not below the minimum.

6    Oversight and Reporting

   6.1(1) Cabinet Secretaries shall be required to report on their department's activities to the Prime Minister.

   6.2(2) All Cabinet Secretaries shall be answerable to Parliament and may be called upon to present reports or answer questions regarding their department.

   6.3(3) All Cabinet powers shall be subject to constitutional limits and oversight by the Office of the Prime Minister.
